Management Team
Dome Construction has gained a reputation for excellence, because our
senior management team is singularly focused on this vision. Their commitment
to quality and service over the past two decades has helped build Dome
Construction to what it is today.
Richard S. Lerner: Chairman of the Board, LEED AP
As Chairman, Rich Lerner provides oversight and contributes to the development of strategy and talent of the company. He helps manage overall corporate performance, and contributes his financial and business expertise that has been developed over a 37-year career, including more than 26 years at Dome Construction Corporation serving as President and CEO, COO, Director of Operations, project executive, estimator and senior project manager. He assists in business development with an emphasis on the healthcare and renovation focus areas and serves as a project executive on select complex projects. Rich holds an engineering degree from Case Western Reserve University and has completed a variety of post-graduate courses in advanced scheduling techniques, project management, negotiation skills, and construction claim avoidance. Rich is on the board of the Construction Employers Association, participates in the real estate roundtable group Expotition and he recently completed a five-year association with Vistage. He and his wife Vicky help sponsor Wardrobe For Opportunity of the East Bay and he is a past President of the Oakland Strokes junior rowing club.
Mark M. Bley: President, Chief Executive Officer
Since joining Dome Construction in 1981, Mark has managed every type of project constructed by Dome including Tenant Improvements, Seismic and Historic Renovation, Healthcare and OSHPD, and new construction. Mark also managed Dome’s first Biotech Pharmaceutical project in 1985, which established him as the founder and then leader of our Biotech Focus Group. Before becoming CEO, he led the company’s operations as COO. Mark graduated from the University of California at Berkeley with a BS degree in Civil Engineering, emphasizing Construction Management and Engineering. Mark has mentored four boys through the YMCA Building Futures Program and continues to participate in the program. |

Rob Lynch: Chief Operating Officer, Vice President
Rob has been involved within the Construction Industry since 1988. He is a graduate with a Bachelor of Science Degree in Construction Management from California Polytechnic State University. Rob has worked for Dome Construction since 1996 and is our Biotech Focus Group Leader. Rob knows what is required of him and the rest of the Project Team in order to deliver a project within schedule and budget and at the desired quality level. His project teams are recognized for their developed “can-do” attitude and their dedication to the assigned project. |

Sergei P. Bogatsky: Vice President, Director of Field Operations and Safety
Over the past 25 years, Sergei has been directly involved in a wide variety of construction projects including biotechnology/pharmaceutical, laboratories, computer facilities, seismic and historic renovation projects, tenant improvements, and new construction of several office buildings, healthcare, and cGMP laboratory/manufacturing facilities. For these projects, he has performed in various capacities of project management, engineering and field supervision. Sergei is a licensed Civil Engineer in the State of California, and is a graduate of San Jose State University with a B.S. in Civil Engineering with various post-graduate courses in construction. Sergei manages the Field Operations of the company and oversees our Safety Program and Shop Facility. He is also the Seismic Focus Group leader.

David Kolonay: Director of Preconstruction Services, Tenant Improvement Focus Group Leader, LEED AP
David Kolonay leads our Tenant Improvement Focus Group concentrating on estimating, training support and delivery of quality tenant improvement projects. His Architecture and Construction Management education has supported his 18 years in the construction field. David is providing valuable skills and resources gained from his own business management experiences and his dedication in providing excellent service and quality construction to support our Clients. In the tradition of Dome Construction, as a leader in supporting our community, David is now an accredited LEED professional, committed to service and education in supporting the Green Building Project. With David leading our talented group of Tenant Improvement professionals, Dome Construction will continue to offer our clients the estimating and preconstruction service that is our trademark in the delivery of superior tenant improvement projects.
Barbara V. Bean : Vice President, Finance
As Vice President of Finance, Barbara brings more than 30 years of financial experience to the firm. She is responsible for financial and accounting functions with complete oversight of data processing and accounting personnel. Her responsibilities include financial planning, investments, and monitoring corporate and job cost budgets and expenditures. Ms. Bean received her B.S. Degree in Finance from San Francisco State University. She has spent the last twenty-six years with Dome Construction. |

John Robertson : Vice President, Estimator, AIA, LEED AP
John Robertson has been with Dome Construction for 30 years. Prior to joining Dome, he spent five years in the architectural profession, and spent four years as an Owner's Representative for the Bank of America where he was responsible for all construction activities in Bank of America's San Francisco Data Center and The Bank of America World Headquarters Building at 555 California Street. During his 38-year career in the construction industry, John has carried out a variety of estimating assignments and has extensive experience in developing both conceptual and detailed cost estimates. John is a licensed architect in the State of California and a LEED Certified Professional. He is a Certified Professional Estimator and has been a member of the American Society of Professional Estimators. John is a graduate of the University of California, Berkeley with a degree in Architecture.

Brent Miller: Healthcare Focus Group Co-Leader
Brent has been involved within the Construction Industry since 1993 and has been working with Dome Construction since 1998. He is a graduate from the California State University at Chico, with a Bachelor of Science Degree in Construction Management. Brent has extensive experience in the Healthcare Industry. He has worked on OSHPD, OSHPD level 3 & non-OSHPD Healthcare projects. Project history includes, X-ray & Imaging suites, MRI facilities, Cath Labs, Skilled Nursing Facilities, CT Scans, Medical Office Buildings, Blood Laboratories, and Bone Marrow Transplant Laboratories. Brent is a people-person and is accustomed to coordinating complex & multi-phased construction projects in operational facilities while maintaining strong working relationships with the clients, architects, and engineers. Through utilizing his expertise, team leadership skills and attention to detail, Brent consistently delivers optimal results, completing his projects within schedule and budget.

Mike Firenze: Healthcare Focus Group Co-Leader
Mike Firenze offers over 19 years of experience working in the Construction Industry and he has been working at Dome Construction since 1989. During his career, he has performed a variety of estimating assignments on all types of projects ranging from office tenant improvements to healthcare. In addition to his estimating experience, Mike has been a Project Superintendent, a Carpenter and a Project Engineer on both small and large Healthcare, Biotech and Tenant Improvement projects, always placing a strong focus on maintaining schedule and cost control. During his time as a Superintendent, Mike completed over 20 OSHPD projects and several notable renovation projects . Being experienced in multiple disciplines makes Mike a valuable resource to our staff and clients. Mike is able to meet and exceed client expectations, delivering optimal results through his expertise and teamwork.

Steve Long: Estimator, LEED AP
Upon graduating from UCLA with a Bachelor of Science degree in Civil Engineering, and from Stanford University with a Masters Degree in Construction Engineering and Management, Steve joined Dome Construction in 1998 as a project engineer within the biotechnology focus group. Steve quickly advanced to being a project manager and within three years successfully managed the construction of a 40,000 square foot pilot plant facility. After three years in project management, Steve took his field expertise in to the estimating department and has become the lead estimator on the majority of Dome’s most complicated biotechnology projects. In parallel with his core estimating function, Steve is focusing his energies on streamlining internal systems to provide greater efficiencies in our core business functions. Steve was born and raised in the Bay Area, and is happily married with two children.

Melody Spradlin: Director-South Bay, LEED AP Melody Spradlin is a seasoned design construction leader offering 23 years of experience, 13 focusing on Biotech/Hi-Tech Construction. She has a proven track record in leading teams of project managers and engineers to complete capital facility projects on time and on budget. These projects range from corporate headquarters to complex laboratory and manufacturing facilities. Melody is adept at overseeing all phases of construction management from preliminary planning and preconstruction through start-up and commissioning. Her qualifications include operational management, relationship building, management collaboration, supply chain management, budgeting and control. Her management skills incorporate team building, team leadership, time management, staffing, coaching and mentoring. Melody brings a very proactive approach to project management allowing her to successfully coordinate between owner, tenant, architect, engineer and subcontractor to meet all project goals.
